U.S. Representative, California District 13

Represents the district in the U.S. House of Representatives, which writes federal laws, approves the federal budget and taxes, and oversees the executive branch.

2-year term. Under the Proposition 50 map, the San Joaquin Valley district includes all of Merced County and parts of Stanislaus, San Joaquin, Madera and Fresno counties, and adds much of Stockton. Incumbent Adam Gray (D, 42.0%) and former Stockton Mayor Kevin Lincoln (R, 27.7%) were the top two finishers in the June 2, 2026 top-two primary.

    Adam Gray is a Merced native and former 10-year state Assembly member who won the 13th District seat in 2024 and is whip of the House Blue Dog Coalition. He is seeking a second term on a platform of lower food, housing and utility costs, more water for Valley farms and families, and fewer permitting delays for infrastructure.

    Kevin Lincoln is a U.S. Marine Corps veteran who served on Marine One, a former church executive pastor, and the mayor of Stockton from 2021 to 2025; he was the Republican nominee in the 9th District in 2024. His campaign focuses on border security, lower taxes and spending, police funding, and his record as mayor.
